The Mayor may require that any person acting for himself or herself or as an employer of others who desires to provide special police, watchmen, detective or escort service be registered by the city and that the uniform, badge, cap and other equipment be approved by the Mayor so as not to resemble or conflict with the uniform, badge, cap or other equipment of the city Police Department.
