(a) No person shall cause, allow or permit any vehicle to idle in, park in or occupy the Reserved Council Spaces during the restricted hours of 8:00 a.m. to 11:00 p.m. daily, including weekends and holidays.
(b) Anyone who violates the provisions of this chapter shall be subject to a fine of not less than $500.
(c) In addition to imposition of a fine, the officer issuing a citation for a violation of this chapter may provide for the towing and storage of any vehicle parked illegally in the Reserved Council Spaces.
