The Mayor is hereby authorized within the limits described in this chapter to establish individual parking meter spaces and permit parking spaces in such portion or portions of parking lots as are, in his or her opinion, necessary for the proper parking of vehicles and the regulation of traffic within the lots. Each parking space shall be designated by lines painted or durably marked on the surface of the parking lots.
