Appeals from any ruling of the Finance Director hereunder shall be made to a Board of Appeals consisting of the Mayor, Director of Law, Director of Health, Chief of Police, and Chief of the Fire Department, in such manner as the Board shall establish. The Board shall have the authority to annul, modify or affirm any such ruling appealed from, in conformity with the intent and purpose of this chapter.
