(a) The Mayor is hereby authorized to furnish photostatic or other copies of legislation, reports, police records and other records of the city to persons requesting the same under such rules and regulations as he or she may establish. This section shall not be construed as requiring the Mayor to furnish copies of any such records.
(b) The fee to be charged for furnishing such copies shall be as provided in Chapter 107.
(c) Such fees shall be waived for cases involving the city and may be waived for public institutions and associations.
