(a) The Mayor is hereby authorized to enter into written agreements with private organizations in which membership is open to all city residents meeting the skill and motivation requirements thereof and governmental organizations for the rental and use of the city pistol range.
(b) Such written agreements shall be approved by the Mayor and the Director of Law and shall contain, among others, the provisions as follows.
(1) The city shall employ at least one range supervisor to supervise the various groups renting the range, the number of range supervisors to be employed for a particular group to be determined by the Mayor.
(2) The city shall be reimbursed by the private or governmental organizations requesting such services for at least the hourly rate of the range supervisors, with a minimum of a two-hour charge, plus a fee for overhead amounting to 25% of the range supervisor fees as aforesaid.
