On and after January 1, 1976, no person shall occupy any structure used or designed, or intended to be used as a commercial, institutional and the like, building, structure or premises or any part thereof, unless such person holds a certificate of business occupancy issued by the Mayor for such structure, which certificate has not expired, been revoked or otherwise become null and void.
