No owner of a rooming house, foster home or hotel in the city shall rent or assign to persons of the opposite sex any room in such rooming house or hotel unless such persons shall be husband and wife, or parent and minor child, nor if such owner shall have reasonable cause to believe such persons are not husband and wife, or parent and minor child.
