When the owner of a rooming house, foster home or hotel does not live on the premises, he or she shall designate, on his or her application for a license, the name of a person residing on the premises as his or her agent, and such agent shall also sign the license application. Such person shall be authorized and shall be responsible for carrying out the obligations of the owner in the operation of the premises. If the agent discontinues as such agent, the owner shall immediately appoint a new agent and shall notify the Building Inspector of such appointment immediately in writing, which notice shall also bear the signature of the new agent.
