(a) No owner or tenant shall operate a rooming house, foster home or hotel unless and until the owner or tenant has applied for and secured the approval of the Board of Zoning Appeals and has complied with all of the provisions of this chapter and all other ordinances and rules and regulations of the city, and with all laws, rules and regulations of the state.
(b) No owner or tenant shall rent to a total number of roomers or persons in a building, or any part thereof in excess of or contrary to any regulations or requirements of this chapter, or to any limitation or restriction that has been fixed or determined by the Board of Zoning Appeals.
