In recognition of the need for the establishment of a public body with authority to act upon changes to structures in the Historic District, and in other parts of the city as established by Council, and in order to encourage changes that are compatible with the restoration movement now in progress, the Historic Preservation Board, hereinafter referred to as the Board, is hereby established.
