Whoever violates any provision of this Housing Code or any rule or regulation promulgated hereunder or fails to comply herewith or with any written notice or written order issued hereunder, or whoever refuses to permit entry by the Building Inspector or other city department heads or their representatives at a reasonable hour, and whoever interferes with, obstructs or hinders such Building Inspector, other city department heads or their representatives while attempting to make such inspection shall be fined not more than $1,000 and imprisoned for six months for each offense. Each day such violation occurs or continues shall constitute a separate offense.
