§ 1345.02  RIGHT OF ENTRY; SEARCH WARRANT.
   (a)   Upon presentation of proper credentials, the Building Inspector and other city department heads and their representatives may enter at reasonable times, or at such other times as may be necessary in an emergency, any dwelling, building, structure or premises in the city to perform any duty imposed on him or her by this Housing Code.
   (b)   Except in emergency situations, if the owner, agent or administrator acting for the owner of a structure or premises used for dwelling purposes refuses entrance to the Building Inspector or other persons authorized to make inspections by § 1345.01 for purposes of inspections, no such entrance or inspections shall be made unless a search warrant is properly obtained from a judge of a court of competent jurisdiction. No penalty under the penalty provisions of this Code shall apply against such owner, agent or administrator who refuses entrance until such search warrant is obtained.
