It is the intent of this chapter that the city’s Citizens Advisory Committee shall make suggestions to Council, the city’s Planning Commission and the Board of Zoning Appeals, as the case may be, but that these public bodies shall have full power and authority to accept, modify, change and otherwise adopt or refuse to adopt the suggestions of the Committee.
