The applicant for a permit may appeal directly to Council for refusal of the Building Inspector, based upon an Architectural Board of Review report disapproving plans and specifications, by giving notice of such appeal to the Clerk of Council not more than ten days after the notice of such refusal. Thereafter Council shall conduct a hearing on the appeal and shall decide the appeal by adopting, modifying or rejecting the findings and recommendations of the Architectural Board of Review, and the decision of Council shall be final.
