One member of the Board shall be elected Chairperson and shall be responsible for the proper administration of its duties. One member of the Board shall act as Secretary and shall keep or cause to be kept in City Hall a complete record of all meetings of the Board and of all transactions handled by the Board. The Secretary of the City Planning Commission and Zoning Board of Appeals shall act as Executive Secretary for the Secretary of the Architectural Board of Review. Two or more members shall constitute a quorum, and official action of the Architectural Board of Review shall require the affirmative vote of two or more members. All meetings shall be held at the City Hall. The Architectural Board of Review shall exercise the powers and duties herein provided in accordance with the ordinances of the city, the laws of the state, and such rules and regulations governing procedure which the Board may from time to time adopt, holding meetings as required therefor, including at least one meeting in April of each year for the purpose of preparing and filing with the Mayor and Council, on or before May 1 of each year, a complete report of the business handled by the Board during the preceding year.
