§ 1333.05  PURPOSE.
   (a)   The purposes of the Architectural Board of Review are to protect the citizens and property owners of the city in the enjoyment of the value, appearance and use of their real estate within the city, to maintain a high character of community development, to avoid undesirable conditions affecting the health, safety, comfort and general welfare of the inhabitants of the city, to avoid destruction of the proper relationship between the taxable value of real property in the city and the cost of municipal services provided therefor, and to preserve and protect the public health, safety and welfare by maintaining and protecting real estate within the city from impairment or destruction of value. Such purposes shall be accomplished by the Architectural Board of Review by regulating, according to proper architectural principles, the design, use of materials, finished grade lines and orientation of all new buildings hereafter erected, and the moving, alteration, improvement, repair, adding to or razing in whole or in part of all existing buildings, subject to the provisions of the zoning ordinance and Building Code of the city.
   (b)   In reviewing, regulating and approving the building plans, the Architectural Board of Review shall consider and take cognizance of the development of adjacent, contiguous and neighboring buildings and properties for the purpose of achieving safe, harmonious and integrated development of related properties, the Architectural Board of Review shall exercise its powers and perform its duties for the accomplishment of the purposes stated herein only. These provisions shall apply to all construction by the city as well.
