Each member of the Architectural Board of Review shall be an architect duly registered and authorized to practice architecture under the laws of the state and shall have been actively engaged in the general practice of architecture as a registered architect in the state for a period of not less than five years prior to his or her appointment to the Board, and shall be a resident of this municipality. However, Council may waive the requirement that a member shall be a resident of this municipality.
