There is hereby established an Architectural Board of Review which shall consist of at least three but not more than four members to be appointed by the Mayor and confirmed by Council for the following terms: one for a term expiring December 31, 1973; one for a term expiring December 31, 1974; and one for a term expiring December 31, 1975. Subsequent appointments to the Board shall be for terms of three years each. Vacancies shall be filled for the remainder of unexpired terms in the same manner as the original appointments and confirmations.
