Before any person shall do or cause to be done any excavating upon or in any lot or lands within the city, which excavating shall in any way, manner or form require the hauling of dirt or other substances or materials to or from such excavation, on the alleys or streets of the city, such person shall first obtain a permit from the Mayor and make payment to the Director of Finance of the deposit as herein provided.
