In the construction, operation and maintenance of any pool, the laws of the state and the rules, regulations, and requirements of the State Department of Health shall be observed. In the event of any conflict between the provisions of this chapter or provisions of other pertinent ordinances and any provisions of the rules, regulations or requirements of the State Department of Public Health, the provision imposing the higher standard or the more stringent requirement shall be controlling.
