Where work, for which a permit is required by this chapter, is started prior to obtaining such permit, the fees required by the permit shall be tripled but the payment of such triple fee shall not relieve any person from fully complying with the requirements of this chapter or any other law of the state or ordinance of this city. The triple fee shall be in addition to a penalty of $100 provided by law.
