Subject to the exemptions provided in federal statutes 29 U.S.C. §§ 207 and 213, Ohio R.C. Chapter 4111, and as otherwise provided by law with relation to the Department of Public Safety, Police and Fire Departments, the Mayor and the Chiefs of Fire and Police are hereby authorized to promulgate such reasonable rules and regulations relative to the work period, working hours, overtime, overtime payments, and starting and finishing time as they shall deem necessary and reasonable to serve to improve the public service and as required by law.
