The Mayor is hereby authorized, where he or she deems it to be in the best interest of the city, to request certain out-of-town applicants to travel at the expense of the city in order to present themselves for interview. In cases where the Mayor has requested in writing the appearance of an out-of-town applicant, the Director of Finance is authorized to reimburse such applicant, upon the presentation of such receipts as the Director of Finance may require, for the actual travel and incidental expenses incurred.
