In every multiple dwelling the owner, operator or his or her agent shall be responsible for providing and maintaining suitable approved containers for the disposal of waste materials. In a dwelling structure other than a multiple dwelling, the occupant of each dwelling unit shall provide himself or herself with suitable approved containers. A
MULTIPLE DWELLING
is a building containing three or more dwelling units, or two or more dwelling units above the first or ground floor, or one or more dwelling units if the building contains a use other than a dwelling use.
