The Mayor, or his or her authorized agent, is authorized to seize and destroy any container which is nonacceptable as defined in § 939.05, provided that written or printed notice is fastened to or pasted on such container giving notice that such container is dangerous or unsuitable for use and must be replaced or satisfactorily repaired prior to the next collection of waste material following the attaching of such written or printed notice.
