§ 939.04  WASTE CONTAINERS.
   Garbage or materials that have food particles adhering thereto, whether mixed with other materials or not, shall be stored in watertight, tightly covered metal, plastic or other approved containers fitted with adequate lifting handles or bails. The cover shall also be equipped with a lifting handle and fit snugly over the can to prevent rain water and vermin from entering and to prevent the cover from being dislodged by high winds or animals. Such container must have a capacity of not more than 21 gallons, and weigh not more than 75 pounds when full. All waste materials other than garbage or materials with food particles adhering thereto shall be stored in containers equipped with two lifting handles on the sides or a bail handle and which have a capacity of not more than 21 gallons and weigh not more than 75 pounds when full.
