For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OWNER.
The owner or owners of the premises, including the holder of title thereto, subject to contract of purchase, a vendee in possession, a mortgagee or receiver in possession, a lessee or joint lessees of the whole thereof, or an agent or any other person, firm, corporation or fiduciary directly in control of the premises.
PRIVATE PROPERTY.
All property not included in the definition of “public property” below, including, but not limited to, vacant land or to any land, building or other structure designed or used for residential, commercial, business, industrial, institutional or religious purposes.
PUBLIC PROPERTY.
All property owned, operated or controlled by any governmental agency, including, but not limited to, streets, sidewalks, tree lawns, parks, playgrounds, parking lots, schools, libraries, post offices, municipal transit faculties and all other public lands and buildings.
