(a) Except for children under six years of age accompanied by their parent or guardian, the following service charge shall be made for nonholders of a recreation activity pass for the use of the Civic Center and tennis courts.
(b) For the use of the tennis courts under such limitations as to time and amount of play as the Mayor may determine, per person, per day: $3.
