No person shall use roller skates in any park except at such time and upon such places as may be designated therefor, nor shall anyone walk, skate, sled or coast on the ice until the Mayor has ascertained the condition of the same and given permission, nor shall anyone coast with hand sleds, bobsleds, carts or other vehicles on wheels or runners except with the permission of and in a location approved by the Mayor.
