Upon the request of a property owner of the city, when a sewer needs to be cleaned out, the property owner may contact the Service Department to have the sewer cleaned out provided the property owner agrees to pay the following fees:
(a) Seventy-five dollars during normal business hours, which are 7:30 a.m. to 4:30 p.m.;
(b) One hundred dollars non-business hours; or
(c) Owners on the homestead program rate will pay $25 during normal business hours and $50 during non-business hours.
