Charges or rentals hereby levied upon the lots and premises shall become due and payable in quarterly periods as aforesaid and are hereby declared to be a lien upon such lot or premises serviced by sanitary sewer connections. If not paid within 45 days after the time the same shall have become due and payable, such charges or rentals shall become delinquent and, on September 1 of each year, if still delinquent, may be certified to the County Auditor, who shall place the amount of such delinquent charges upon the tax duplicate of the county with interest and penalties allowed by law to be collected as other taxes are collected.
