§ 905.03  PERMISSION DENIAL OR MODIFICATION BY CITY ENGINEER.
   If, in the opinion of the City Engineer, there is no necessity for cutting the curb, the amount of cutting requested is too great, or the cutting of curb will create a dangerous condition or will too greatly destroy the city’s property, or if for any other reason he or she shall decide that it is not to the best interests of the city to grant such permission, then the City Engineer shall have the right to refuse such permission or request that the application be modified, as he or she deems necessary.
