No person shall construct, reconstruct, alter, repair, remove or replace any sidewalk or driveway in dedicated streets in the city without having first obtained a permit from the Mayor. Such construction, reconstruction, alteration, repair, removal or replacement shall conform in all respects with the provisions of this chapter.
