Any bath and massage business or masseur’s permit issued under this chapter, shall be subject to suspension or revocation by the Mayor for violation of any provision of this chapter or for any grounds that would warrant the denial of issuance of such permit in the first place. The Mayor, upon such revocation or suspension, shall state his or her reasons in writing, specifying the particular grounds for such revocation or suspension.
