(a) Except to the extent rules and regulations are specifically established by Council, the Mayor is hereby authorized and directed to establish rules and regulations governing all city employees.
(b) Such rules and regulations shall be in written form on file in the office of the Mayor, and may be amended from time to time at the discretion of the Mayor.
