§ 729.03  APPLICATION; INVESTIGATION; LICENSE ISSUANCE AND TERM.
   Any person desiring to engage in the business of a solicitor shall make application in person for a license at the City Hall, upon a form provided by the Mayor. The Mayor, after a thorough investigation and upon being furnished with sufficient proof that such person is of good moral character and that there is no misrepresentation about, or fraud, flaw or imperfection in, his or her application or in the article or purpose of his or her solicitation, shall, within a reasonable time, issue to such applicant a license for the remainder of the calendar year in which such license is issued.
