Upon the approval of an application and upon the payment of the annual license fee of $100 per and for each separate hand operated or mechanical amusement device, $25 per jukebox, and none for a cigarette vending machine, a license to display one mechanical amusement device, cigarette vending machine or jukebox shall be issued to the applicant. Such license fee shall be for the fiscal year beginning January 1 of the calendar year or for any unexpired portion of any such fiscal year. Such license shall entitle the licensee therein named to display at or upon the premises therein described one mechanical device, for each separate license, or one hand or manually operated miniature game or device, for each separate license.
