The Mayor shall have the power to revoke or suspend any license issued in accordance with this chapter whenever, in the operation of the games herein licensed, there has been a violation of any of the provisions of this chapter or any other ordinance passed in the furtherance of the public health, safety or general welfare, or if the games herein specified shall be operated in any way, manner or form as a gambling device or as a game of chance, or if any license has been transferred without the consent of the city. In the event of such revocation or suspension of the license, there shall be no refund of the paid license fee for the unexpired term of such license.
