For the purpose of enforcing the provisions of this chapter, any officer or inspector of the city shall have authority to enter any premises for the purpose of making an inspection thereof. Any owner, agent or occupant thereof who refuses to permit such officer or inspector to enter such premises for the purpose of such inspection, or who hinders him or her in such inspection, shall be deemed guilty of a misdemeanor.
