Upon determining that the application for a game room license is in compliance with all applicable provisions of the codified ordinances and all applicable rules and regulations adopted pursuant thereto and all statutes and codes of the state, and that the applicant is not disqualified by virtue of the provisions of this chapter from receiving a license, the Mayor shall, upon payment of the license fee provided by the codified ordinances, issue a game room or an amusement device license to the applicant, which license, unless cancelled by the applicant or suspended or revoked by the Mayor, shall be valid through December 31 of the year in which it was granted.
