The public access channel shall be made available to all citizens of the city on a reasonable basis. Rules and regulations governing use of the public access channels shall be recommended by the provider and approved by the city. After approval by the city, the rules and regulations governing the public access channel, or a summary approved by the city, shall be given to subscribers through a direct mailing at least one time per year. They should also be filed with the Cable Television Commission.
