The Charter and ordinances of the city and these rules, to the extent that these rules are not in conflict with the Charter or ordinances of the city, shall govern all proceedings of Council. Robert’s Rules of Order shall govern all proceedings not otherwise herein provided for. It shall be the duty of the presiding officer to adhere to and enforce such rules.
