§ 115.052 DETERMINATION OF PUBLIC CONVENIENCE AND NECESSITY.
   The Common Council determines and declares that the public convenience and necessity requires the permitting of a single taxicab service, consisting of no fewer than four taxicabs, to operate within the city. The permit, as issued by the Common Council, signed by the presiding officer and attested by the City Clerk, shall remain in effect until canceled by resolution adopted by the Common Council.
