For the purposes of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
TAXICAB. A motor vehicle that:
(1) Is designed and constructed to accommodate and transport not more than six passengers in addition to the driver;
(2) Does not operate over any definite and designated routes within the corporate boundaries of the city; and
(3) Transports passengers to the destination designated by the passengers at the time of their transportation.
TAXIMETER. Any instrument or fare-registering device attached to a taxicab designed and intended to mechanically register the distance traveled or waiting time and to indicate upon the record, by figures, the fare to be charged in dollars and cents.
