All substances taken from catchbasins or sewers shall be conveyed to the place of disposal in closely covered watertight iron or steel vehicle bodies or receptacles, and it is unlawful for any person to collect or remove the materials from catchbasins or sewers in wooden receptacles or to haul them in wooden vehicle bodies. The vehicles, receptacles, and utensils used in connection with the business shall be kept in a clean condition when not in use.
