It is hereby declared that there exist within the city rental housing units, which by reason of their operation, use, or occupancy affect or are likely to affect the public health, safety, and general welfare of the city. It is further declared that the purpose of the ordinance codified in this chapter is to protect the health, safety, and general welfare of the citizens of the city by requiring the registration of all rental housing units which are or shall be in existence in the city.
