(A) Required; citizenship of applicant.
(1) No person shall conduct, own, or operate any shooting gallery, rifle range, gun club, or other place where firearms are discharged within the city without first being licensed to do so.
(2) No person who is not a citizen of the United States shall be eligible to obtain a license under the provisions of this chapter.

(B) Application; prerequisite inspection.
(1) Application for a license under this chapter shall be in conformity with the general licensing requirements of this code.
(2) When the application is made, the Chief of Police shall cause to be made an inspection of the premises in or upon which it is intended or desired to conduct or operate the shooting gallery, rifle range, gun club, or other business subject to this license to determine whether the premises are properly located and are of sufficient size, and that the targets and other equipment of the premises will be placed, kept, and maintained in a manner and in a condition as to produce the maximum degree of safety.
(3) In addition to the information generally required, the applicant must state the specific caliber of cartridges to be used, and there can be no deviation from the stated size without the written consent of the city, as provided in this chapter.

(C) Fees. The annual license fee for a license provided under the terms of this chapter shall be an amount as set by the city from time to time, and no license shall be issued except upon the payment of the full license fee.
