(A) The Department of Public and Environmental Health, acting by and through the Health Officer, shall have powers and duties as defined by the statutes of the state and in accordance with resolutions, policies, and procedures adopted by the City Board of Public Health. The Health Commissioner and Department shall be responsible for protecting the health of the citizens and shall have powers and authority necessary to protect the health of the citizens of the city.
(B) In addition to duties and responsibilities assigned by statute the Department shall be responsible for animal control within the city and employ the animal warden as are necessary and if necessary operate and maintain an animal facility to contain and dispose of stray animals. The animal control program shall be in accordance with the applicable ordinances of this Council and resolutions of the Board of Pubic Health. Pursuant to the authority granted by the statutes of the state, the authority of the Health Officer to fix fees for vital records is hereby confirmed.
