No shade or ornamental trees or shrubs shall be planted in or along any of the public ways of the city until the tree or shrub and the place where it is to be planted shall have been first approved, in writing, by the City Horticulturist or other person designated by the Superintendent of Public Parks, with the approval of the Board of Parks and Recreation.
